seems like 'towing' highlights part of solution.

don't know how may y'all yahoos ever skied with 5/6 gallon can of gas on board, as backup, but small boats really do not have much 'range' available, at all.  and seeing the huge warship towing a dinghy - very small boat, in comparison, gave ole dummy, clue, even though most know not very smart, most times; probably not either, this time too.  but probably, sum genius, close to situation, can add to, and make sum real sense, ok?

 

at the moment, probably no life on outside island, at point.  satellite monitoring can probably give heads up, should that change; activity.

 

what is indicated in jpg is a 140 distance, from land to yellow line.  probably small boat not have enough space to carry enough fuel to make round trip, without sinking.  :-)
