City leaders are grappling with a budget deficit of more than $9 million.

City Manager Rashad Young stressed to residents that some programs will have to be cut.

“There isn’t going to be something that is palatable for everyone for the community,” Young said.

Young is scheduled to present his proposed budget to the council May 18.

He has already proposed a variety of service cuts, such as eliminating loose-leaf pick up, closing Lake Higgins and cutting jobs.

The number of city jobs cut could be more than 60 when the staff finishes evaluating the options, Young told residents Monday night.

But residents were most concerned about cutting services such as a neighborhood park program, which gave children free structured activities at 14 city playgrounds in 2009.

Residents questioned the city staff’s decision to recommend eliminating that program.

The parks and recreation director, Greg Jackson, said the city offers a better summer program at recreation centers.

But that program isn’t free.

Jackson said they are exploring possible scholarship or low-cost tuition options for children who can’t afford the rec center program.

District 2 resident David Hoggard suggested the staff might also consider charging a small fee to keep the playground program running.

“It seems like an extraordinary deal,” he said.

Meanwhile, Kee and Councilwoman T. Dianne Bellamy-Small, who could not attend the meeting due to a scheduling conflict, have been fighting to keep $94,000 in the budget for the playground program at least one more year, with the hope that a private group might take it over.

Other residents expressed concerns that the city may cut crossing guards at schools. The city is asking Guilford County to pick up the tab.

“We need to work that out. Seriously, this is stuff that doesn’t need to be cut,” District 1 resident Sharon Hightower said. “I understand you are trying to cut the budget, but you can’t put a price on a child’s life.”

Residents who attended the event also pressed Kee to fund the Summit Avenue corridor plans and questioned the council’s decision to build a new city aquatics center, which officials will break ground on this week.

Kee said he supported the aquatics center for its economic development benefits. And he said he will try to get the Summit Avenue project to happen.

There is still time for other residents to have their say about proposed city budget cuts.

The City Council will host a formal public hearing on the budget June 1.

The council must approve a new budget by the end of June.
