in africa, many corrupt not real governments, few nations have rebels.  rebels know who ever controls source - place of diamonds (asset), controls war.  who pays rebel is meet of MATTERs; not know, at this writing.  [buying/selling/trade'n transportations, certifications, etc.]  yet, mafia seems to be move'n in for laudry'n, criminals try'n appear legit, greed - difference between legit biz and sell for maybe one dollyer per diamond, as example.
